California enacts law acknowledging duty to protect children in foster care

In the wake of the "In re Terrell R." case, which concerned a child abused in foster care, the State of California legislature enacted a law whereby it became clear that the state owed a duty to proect the children in its foster care system. The law states as follows: The Legislature finds and declares all of the following: (1) The state has a duty to care for and protect the children that the state places into foster care, and as a matter of public policy, the state assumes an obligation of the highest order to ensure the safety of children in foster care.
