Child abuse deaths in Illinois: Miracle Moon, Daniel Bowie, Dakota Jean Hedger, Alma Manjarrez, Kenya Riley, Edgardo Martin, Shanecia McClellan, William Adams  

In Illinois, numerous children died between the years of 1998 and 2005 while under the watchful eyes of the Illinois Department of Children and Family Services (DCFS).  Here are some names of children with a brief description of how they tragically died:  

Miracle Moon died when her mother’s boyfriend held her head under water for not learning to be potty trained fast enough. She also had 50 human bite marks on her body at the time of her death.  

Daniel Bowie died from a beating at home. Daniel’s mother’s “child safety plan” allegedly included an agreement to get child care prior to using drugs.  

Alma Manjarrez died after her mother’s boyfriend punched her in the stomach and left her outside in the snow on Christmas Day.  

Kenya Riley died from head trauma after allegations of abuse failed to result in contact with the family within 24 hours. She was found dead six weeks later.  

Edgardo Martin died from a fire at his family’s mobile home. Despite known fire hazards the children were left in the environment after a DCFS investigation.  

Shanecia McClellan had cerebral palsy. She starved to death during the period of time where allegedly 33 visits to the home by DCFS caseworkers took place.  

William Adams died in a house fire. His mother was well-known to DCFS. One of his siblings had been treated for gonorrhea.     

According to news stories, the Illinois DCFS records are not available through the state’s Freedom of Information Act. Some DCFS investigative errors have been exposed. Two such methods of botching a DCFS investigation include repeatedly obtaining false “clean” criminal records during background checks because incorrect names are entered into the system instead of correct names of the child abusers and believing the suspected child abuser’s account of events and prematurely ending an investigation.
