In Illinois, the Department of Children and Family Services has been fined by the federal government for re-abuse rates in children that exceed the federal benchmark. Between September 2008 and March 2009, the Illinois child re-abuse rate was 7.6%. The federal benchmark standard is 5.4%. Repeat maltreatment is defined by a second substantiated report of child abuse within six months from the first report. There are systematic evaluation tools and a decision-making tree that social workers are to implement in any given child abuse situation and it appears that Illinois social workers may not be consistently utilizing the tools defined by the state’s policies.
