Texas reports a 31% increase in child abuse and neglect deaths. Statistics from the Texas Department of Family and Protective Services show child abuse and neglect deaths increased to 280 during the fiscal year. Officials are analyzing their data to determine the cause of the statewide increase and presently do not attribute the trend to economic reasons. Harris and Houston County, both report the largest increase (90%) in child deaths. Harris County has the largest population of children, tragically child abuse deaths almost doubled since 2008.

In Ohio, child welfare organizations began a new public awareness campaign to increase awareness of child abuse perpetrated by mothers’ boyfriends. Hamilton County Department of Job and Family Services are beginning this campaign recognizing that a significant amount of child abuse occurs at the hands of non-biological male partners to mothers of children.
Lorain and Franklin county child protection agencies have also started their public awareness campaigns citing Ohio Department of Health data that reports 28 percent of child abuse deaths are caused by non-biological male partners of the mothers of the deceased victims. Forensic psychologists believe these male perpetrators may have feelings for the women but not for their children; and in fact may resent the children from previous relationships and dislike child-rearing. This resentment leads to violence and child abuse in cases where male partners have poor coping skills with the stress of raising non-biological children. However, some non-biological male partners that abuse children may just be psychopathic, in which case they operate on a different set of rules and see the world differently.
Because public awareness campaigns will increase the general public awareness of abuse by non-biological males, mothers and other adults may be held accountable for allowing child abuse by non-biological males to continue in their families. The awareness campaign also target mothers that have married non-biological partners to their children.

The professional football players’ union formed a NFL brain injury panel and held the first meeting in Florida. The brain injury panel is known as the Mackey-White Traumatic Brain Injury Committee. The committee is named after football Hall of Famers John Mackey and Reggie White. Both players have suffered the consequences of multiple concussions sustained during their football careers, White is deceased. The committee will serve to disperse brain injury information throughout the league and improve concussion outcomes for players. The committee is confident that their work will benefit football players and all athletes involved in contact sports.
Last October, Roger Goodell testified before Congress and explained the NFL’s concussion polices. Through time, stricter return-to-play guidelines have been developed. Each football team is required to consult with independent neurologists along with other stipulations.
Boston University has been involved in traumatic brain injury research including conducting research on helmets worn by football players. Athletes are encouraged to donate their brains to research after their deaths. So far approximately 250 professional and amateur athletes are on board. Sixty of the participants are retired NFL players. There are some active NFL players that have made this commitment also.

In California, lawmakers propose a state bill (AB1647) that will require high school athletes with concussions to obtain medical clearance prior to returning to the playing field. This proposal comes during a time when there is a push towards increasing public awareness about contact sport and football head injuries through education. The proposed bill is co-authored by Assemblyman Jerry Hill, D-San Mateo and Assemblywoman Mary Hayashi, D-Hayward. Hayashi also authored AB533 that outlines the addition of concussion training into the first-aid certification requirement for high school football coaches.
The State of Washington leads the way with the country’s strictest guidelines for brain-injured high school football players. In May, Washington state law requires that brain-injured teens obtain a doctor’s note to return to the playing field. In addition, coaches, players and parents must receive head injury education. In Oregon, coaches receive annual concussion training.

A California vehicle accident in the Imperial County Sand Dunes turned fatal when a 13-year-old from Santee was ejected from the vehicle, according to the Yuma Sun. Some of the Polaris All-Terrain Vehicles (ATVs) have been recalled due to recent incidents caused by their defects, according to the Polaris Industries website. Approximately 8,500 units have been recalled based on 19 reports of incidents involving certain ATVs of model years 2009 and 2010. The Thanksgiving holiday began tragically in Philiadelphia when three middle school students were struck by a speeding car as they walked home from school on Tuesday, November 24, according to MSNBC. The kids were let out of school early Tuesday for the Thanksgiving break, moving their typical late-afternoon commute to approximately 12:30 p.m. Around that time, a grey Dodge Charger sped down the road and into the pedestrian students, hitting one of them so hard that he was "knocked out of his shoes," says a fellow middle-schooler. Among the most common recalls of products due to child injuries are cribs, toys, and blinds, according to the CBC News website. The site reports that U.S. Consumer Product Safety Commission and Health Canada recalled over 2 million drop-side cribs made by one company alone (B.C.-based Stork Craft Manufacturing), among many other recalls of cribs made by other manufacturers. School buses are safer than automobiles when transporting children to school, according to a report from the NHTSA (National Highway Traffic Safety Association). Among the statistics reported were the following: in the 2007-2008 school year, six students died in school bus accidents and 368 died in other passenger vehicles "during normal morning and afternoon commute hours" in the U.S., according to the School Transportation News website. Over the past ten years, 34 child fatalities (ages 5-18) resulted from school bus crashes, compared to 5,595 child fatalities (in the same age range) resulting from other vehicle accidents. Pedestrians and bikers were less safe than school bus riders as well: over the past decade, 936 students were killed on foot or on bikes heading to and from school. In short, children "riding the bus" were found by the report to be almost 10 times safer then pedestrians or bikers commuting to school. Normal commuting hours were defined as 6:00 a.m. to 8:59 a.m. and 2:00 p.m. to 4:59 p.m. Monday through Friday (from September 1 to June 15).
Keeping with historic data that reports school buses as 12 times safer than other vehicles when transporting children to and from school, the report shows that riding another passenger vehicle rather than the school bus is a greater risk of injury or fatality for students. WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed.
Name of Product: Stork Craft Baby Cribs
Units: About 535,000 (including 92,000 with the Fisher-Price logo)
Manufacturer: Stork Craft Manufacturing Inc., of British Columbia, Canada
Hazard: The metal support brackets used to support the crib mattress and mattress board can crack and break. When one or more support brackets break, the mattress can collapse and create a dangerous gap between the mattress and crib rails, in which a child can become entrapped and suffocate.
Incidents/Injuries: CPSC is aware of 10 incidents in which one or more mattress support brackets broke. In several incidents, the support bracket broke causing the mattress to collapse and create a gap between the mattress and crib rails. CPSC received a report of a toddler who sustained bruises to his forehead. In another incident a child reportedly became entrapped in the gap between the mattress and the drop side rail with no injury.
Description: This recall involves Stork Craft Baby cribs and Stork Craft cribs with the Fisher-Price logo. All Stork Craft Baby cribs with manufacturing and distribution dates between May 2000 and November 2008 are included in this recall. All Stork Craft cribs with the Fisher-Price logo have distribution dates between May 2000 and December 2004. The cribs were sold in various styles and finishes. The manufacture date, model number, crib name, country of origin, and the firm’s name, address, and contact information are located on the assembly instruction sheet attached to the mattress support board. The firm’s insignia “Storkcraft baby” or “storkling” is inscribed on the drop side teething rail of some cribs. In the product that contains the “Fisher-Price” logo, this logo can be found on the crib’s teething rail, in the manufacturer’s instructions, on the assembly instruction sheet attached to the mattress support board, and on the end panels of the Twinkle-Twinkle and Crystal crib models.

The Justice Department and U.S. Immigration and Customs Enforcement created Operation Twisted Traveler to capture Americans engaging in the sex trade outside of the United States borders. The government agencies work closely with agencies from other countries to identify perpetrators of this activity.
The Consumer Product Safety Commission reports that two more babies died while in Simplicity bassinets that have been recalled. A two-month-old girl and a six-month-old girl both suffocated. Did the State of Tennessee medically abandon James Eric Sullivan? Glenda Sullivan is the mother of James Eric Sullivan. Blogs report that Glenda Sullivan was at work when she received a call from the nursing company that provides nursing care to her son. Allegedly, the nursing company informed her that Eric was losing his TennCare coverage and the nurses would not be providing care until the matter is resolved. News stories report Glenda received a one-day notice and she was advised by the company that no nurses would be arriving to care for him in the morning. She had to take medical leave from work. She has other children to support and now she is responsible for Eric’s 24 hour care after the State of Tennessee abandoned her. This is an impossible task for one person to do.
By way of history, James Eric Sullivan is a victim and a survivor of Shaken Baby Syndrome. He suffered severe neurological impairment and requires 24 hour care after he was severly abused in day care at the age of 13 months-old. He is now totally dependent on caregivers for all his needs. According to news blogs, the State of Tennessee withdrew care on him and his family abruptly.
If an individual healthcare provider had done this act of withdrawing care, it would be illegal and considered medical abandonment. The state board of licensure, in any state, can withdraw the professional licensure of an individual healthcare provider for the same act of abandonment. A healthcare provider can be charged with a crime for abandoment, an act that endangers patients. What the State of Tennessee did to this family is morally and ethically wrong. The individuals involved in the decision to abruptly withdraw care to Eric Sullivan are responsible and answerable to the people of the State of Tennessee. The financial decision to stop providing care to James Eric Sullivan without provision of care during the interim is abandonment and endangerment.

The State of Nebraska is introducing new guidelines for investigating deaths of children between the ages of 0 – 36 months of age. The training program will target police agencies involved in investigating un-expected deaths in babies and toddlers. Attorney General Jon Bruning and County Don Kleine made the announcement introducing the training program to news agencies and the general public. The training program will be completed over the next six months. Washington University School of Medicine, along with 19 other schools, will be offering a newly designed three-year fellowship program in child abuse that will be accredited by the American Board of Pediatrics. In California, Children’s Hospital Central California received a four million dollar pledge to fund child abuse prevention programs. The hospital had recently faced cutbacks in the child abuse prevention clinic due to the current economy and state budget actions. Hospital representatives say this large monetary pledge will partially go towards the type of services that were cut when funding of independent based community organizations were lost. Injured children will be evaluated for child abuse in the Central Valley area where child abuse statistics show a notable increase in child abuse victims.

In Minnesota, a new booster seat law takes effect on July 1, 2009. Children less than eight years old or shorter than 4’ 9” tall will require a booster seat or safety seat. Children in this age group must not be restrained in a seat belt alone while traveling in an automobile. Booster seats and safety seats position a child higher in the car seat and place the child in the correct position in relationship to the seatbelt.
If a parent fails to comply with the new booster seat law, the ticket may cost more than $100 dollars. This new law is part of the primary seat belt law that went in effect on June 9, 2009. Drivers may be stopped and ticketed if officers see children improperly restrained.

In Las Vegas, authorities report an increase in child abuse cases compared to 2008. Authorities attribute the increase in child abuse to parental stress response to the poor economy and loss of jobs. News stories out of Las Vegas report record level unemployment and home foreclosures. This correlates with an increase in substantiated child cases and child deaths in the area. According to one spokesperson, Clark County Family Services reports an “alarming rate of severe abuse, child fatalities and severe injuries”. In New Zealand, the incidence of child abuse is decreasing due to increased pubic awareness and growing intolerance of child abuse. Blenheim authorities are acknowledging that while reports of child abuse are on the rise, actual substantiated child abuse cases have dropped significantly by 35% since 2005. New Zealand has attributed this drop to awareness campaigns. The children’s commissioner reports that small young babies and children are the most at risk for serious injury because less force is required to seriously injure them.

An unusual car accident in Huntington Beach, California, injured five children and pinned one of them beneath the vehicle when a car crashed into a child care center around 7:45 a.m. Thursday, according to Fox News. According to Martha Werth, spokesman for the Huntington Beach fire department, 14 children were inside the Childtime Learning Centers building when the mother of one of the school's children lost control of her vehicle. The car reportedly jumped the sidewalk and slammed into a doorway at the school, trapping a 2-year-old boy beneath it. He and a 3-year-old girl were transported via ambulance to a nearby trauma center, where they are expected to recover. In total, 5 children under 5 years of age required transportation to hospitals following the California car accident/ day care accident on Yorktown Avenue. Following the crash, the day care lost power and shut down temporarily.

Recent reports of the tragic death of Mike Tyson's 4-year-old daughter, Exodus, have broken the hearts of parents across the nation and heightened their awareness of child vulnerability to injury around treadmills. According to Fox News, 4-year-old Exodus Tyson was pronounced dead around 11:45 a.m. Tuesday after being taken off life support following the incident. Her brother, age 7, reportedly found her with her neck wrapped in a cord from the treadmill, and her mother removed the cable from her neck and called 911 while trying to revive the young child. Although responders performed CPR took young Exodus to St. Joe's Hospital near her family's home in Phoenix, she died from serious injuries after being listed in critical condition. According to the report, Mike Tyson was in Las Vegas at the time of the accident but flew home as soon as he heard of the tragedy. Car Accident/ Day Care Injuries News: Wisconsin's Department of Children & Families (DCF) shut down a day care center on Friday, May 22, after at least seven children and one adult sustained injuries in a van-SUV accident. According to Milwaukee's Journal-Sentinel online, the day care center, named Through the Eyes of a Child, was using a van to transport children on the north side of Milwaukee when the van rolled over after colliding with an SUV on Thursday, May 21, around 3:30 p.m. Until results of the investigation are released to the DCF, the day care center must remain closed. According to police, the 30-year-old driver of the van received citations for driving with a suspended license, failing to obey an official sign, and driving a vehicle with suspended registration. The children in the vehicle were transported to the hospital with minor injuries, and a 19-year-old was treated at the hospital for two broken fingers from the car accident.

A 53-year-old former Liberty Township day care center owner has been charged with battery that resulted in the death of a 6-month-old boy last year. The Chesterton, Indiana, resident, Deborah Parlock, faces felony charges for the alleged incident of child abuse, and a doctor who treated the child affirms that then 6-month-old Nicholas Munden died from injuries sustained under Parlock's care. According to court documents, the physician, Dr. Kelley Staley of Comer Children's Hospital at the University of Chicago, said that the young child suffered a traumatic brain injury that typically indicates having been shaken by a caregiver. According to the autopsy, little Munden's death was a homicide, and he suffered "blunt head trauma" due to abuse. Parlock, however, denies having shaken or injured the baby and says that he suddently experienced difficulty breathing while under her care.

A 28-year-old man from Florida has been arrested after being accused of abusing his live-in girlfriend's infant boy. The Bradford County resident, Rayan Stanton Wesson, was put in jail on $200,000 bond after his story regarding the 8-month-old boy's injuries failed to match the evidence found by medical experts. Upon confrontation, Wesson finally admitted to throwing the infant against the couch multiple times and swinging him by his leg, but his original story was that he slipped and fell while holding the baby when keeping him alone at home on May 1. Upon hospitalization, the baby was found to have suffered head injuries, which could lead to permanent impairment, and other severe injuries that resulted from child abuse.

Each year in the United States, more than 1,500 children die after being shaken by their caretakers. These situations are often due to the caretaker's inability to cope with the child's persistent crying.
The action of rapidly shaking an infant may cause severe brain injury. If the infant does not die, shaking can cause lifelong injury, including cerebral palsy, mental retardation and blindness.
The five delivery hospitals in San Francisco have partnered with the Department of Public Health and the center to create the San Francisco Shaken Baby Project. This project educates nurses who then educate every new parent about the danger of shaking. An NFL football player knows what information the NFL is putting out there about the risk for chronic traumatic encephalopathy. News stories report the NFL is studying the matter and will have more results in a few years. However, any research result funded by the NFL to study data provided by itself should automatically be questioned for validity as it is a potential conflict of interest. The source of funding for any study may influence the outcome of a study and create false data, otherwise known as scientifically invalid data. Scientists and researchers know this fact. However, football players, their families and everyone profiting from football may hold on to these statistics to support their livelihood and preserve their trust in the industry and their personal contacts. When it comes to football, we are talking about a huge industry with a lot of money to cloud the issue and keep the machine running. This data could potentially misinform young people and impact high school and college football players adversely.
So let’s talk about the players as people. Once someone has suffered two concussions, we know the next concussion or any that follows may lead to more severe brain damage and potentially a shortened life span filled with cognitive impairment, social strife and mood disorders before death. The NFL may argue that not everyone suffers trouble from multiple concussions. However, a disproportionate amount of their population provides evidence of brain disease at a much younger age than the general population and people that have never had a concussion. According to scientists and researchers, with no financial conflict of interest involving the NFL, there are a significant portion of autopsies done on middle-age professional football players that have died prematurely and show brain damage patterns similar to boxers and soldiers.
Is this an indication that perhaps warrants a closer look at those individuals who are high school, college or NFL football players that indulge in substance abuse, behavioral problems and criminal activities during seemingly successful football careers that may be really manifesting signs of early dementia or the adverse affects of too much head trauma?
Football Head Injury Research needs major funding for crystal technology and researchers are appealing to philanthropists to provide these funds. The crystal technology is patented. The knowledge that would be developed from this research has far reaching advantages in many walks of life, such as helmets for bike riders and other sports. Hopefully the NFL will be involved with crystal technology despite biases. New football helmet designs will become passé in the future without this patented technology. The advantage to using the helmets with crystal technology will be the provision of measurable and quantitative data for athletes that take blows to the head during collision sports. In athletes, multiple concussions during sports-careers may lead to permanent neurological deficits and possible repetitive traumatic encephalopathy. In general, subtle neurological deficits may occur in athletes that have suffered one or two concussions. The symptoms are similar to people with early stage dementia. The athletes are functional, can continue to play or have post-sport careers. The subtle deficits do not interfere with quality of life to a significant degree. The differences are noted when compared to individuals that have not suffered concussions and are matched for physical condition, co-morbidities and age.
Repetitive (chronic) traumatic encephalopathy has more severe consequences and may shorten a victim’s life span. This phenomenon may occur when an athlete has suffered more than two concussions and the effects are cumulative. This condition is a severe degenerative disease with brain atrophy, functional decline, behavioral problems and mood alterations. Some people with chronic traumatic encephalopathy struggle with alcohol abuse, substance abuse problems and severe depression. Symptoms also include history of recent or multiple concussions with headaches, dizziness, nausea and emotional swings.
The brain damage found in football players is similar to that found in boxers and soldiers serving in Afghanistan and Iraq. The neurological findings are similar to Alzheimer’s disease.
News stories across the country report a rise in the occurrence of domestic violence and child abuse due to the economy. The rate of domestic violence resulting in deaths is up in parts of the country. Domestic violence hotlines are reporting an increase in calls and over half of the callers report a recent change in income. Official government data nationwide are not yet available to confirm this claim, but will be available in the next year or so.
News stories report that the National Domestic Violence Hotline is experiencing an increase of 21% in call volume compared to the same time last year. Two family members, the grandmother and uncle, knew that Breanna was being abused by other family members and did not act to save the baby’s life, but rather did nothing to stop it. Tragically, baby Brianna died from the abuse and torture delivered by her mother, uncle and the baby’s father.
State Senator Mary Jane Garcia (D – Dona Ana) is working to make failure to report child abuse by a family member a felony. This felony will result in a prison sentence. Senator Mary Jane Garcia proposes that if the child lives through the abuse, the non-reporting felon will receive up to 18 months in jail. If the child dies from the abuse, the non-reporting felon will go to prison for three years.
This piece of legislation will apply to family members, not mandated reporters. Mandated reporters already have guidelines in place for reporting child abuse.
In Oregon, the Department of Human Services asks that you report child abuse to the DSS or the local police department without delay. You may save the life of a child. In Texas, Rep. Mike Villarreal introduced a bill requiring healthcare providers that are involved in perinatal care to provide parents of newborns a manual containing information to promote infant safety. The manual will contain information regarding post-partum depression and shaken baby syndrome. The proposal is to help promote safety information and resources for parents. The manual will be written in both English and Spanish and will be included with other perinatal discharge instructions. The manual will be available both in print and on-line.
The Texas Health and Human Services Commission developed a guide for parents educating them about child development. Proposals for funding are being considered.

WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission (CPSC) is announcing today a voluntary recall by Hill Sportswear Inc., of Paramount, Calif., of 300,000 hooded drawstring sweatshirts. CPSC received one report of a death involving a 3-year-old boy in Fresno, Calif. He was strangled when the drawstring on the hooded sweatshirt that he was wearing became stuck on a play ground set.
The sweatshirts, Kid Pullover Hood Sweatshirt and Kid Zipper Sweatshirt with Hood, have drawstrings through the hood. The drawstrings should be removed immediately since they can become caught on objects and strangle a child. In February 1996, CPSC issued guidelines (pdf) to help prevent children from strangling or getting entangled on the neck and waist drawstrings in upper garments, such as jackets or sweatshirts.
The recall includes the Kid Pullover Hood and Kid Zipper with Hood. The Kid Pullover Hood has a flat style drawstring at the neck, one middle front pocket, and fleece inside lining. Top sewn in label reads “HILL/ Made in USA.” The hooded Zipper children’s sweatshirt has a rounded style drawstring at the neck, two front pockets, and fleece inside lining. Top sewn in label reads “HILL/ Made in USA”. The recalled sweatshirts were sold at various small retailers in California and Texas from August 1999 through December 2008 for approximately $8.
Due to the serious nature of this hazard, parents are urged to immediately remove the drawstrings from the sweatshirts or return the garment to either the place of purchase or to Hill Sportswear for a full refund.

In Canada, a child porn investigation yields a growing number of arrests – more to come as investigators close in on customers of child porn sites. A four-year-old boy from Ottawa and a twelve year-old girl from Burlington are safe from continued victimization by child sex abusers and pornographers. The father of the four-year-old has been arrested in this case and remains unidentified due to the age of the victim. This is just the beginning. Due to advanced technology, police are able to identify child predators on the internet by searching out customers of child pornography sites. Thirty one criminals have been arrested so far. And many more are expected. Police have identified that 65,000 computers in Canada alone are actively distributing child pornography at the present time.
Evidence shows that people who view child pornography have a high likelihood of sexually abusing children in the near future. Police have uncovered images of infants being raped.
Since August 2006, over 5,000 investigations into internet crimes against children have been completed and this has resulted in 809 people in Canada that have been charged for internet crimes against children.
President Obama signed the S-CHIP legislation on Wednesday that will extend health care to low-income children. This bill will put healthcare back on track for many working-class families.
Children should not receive their primary care in emergency rooms. The gaps and inconsistency in this approach places their healthcare at risk. They need working relationships with providers that know them, trend their growth and development and provide preventative medicine, rather then react to situations that have ignored until a crisis results.
For example, a child with asthma that isn’t being carefully managed will make emergency room visits in a crisis or near-crisis state and face more life threatening situations that are completely preventable.

Hong Kong researchers have proven that chronic headaches in adulthood have a strong association with childhood physical and sexual abuse. In a study involving 18,000 subjects from 10 countries Hong Kong researchers have proven a link exists between childhood physical and sexual abuse and chronic headaches in adulthood. Researchers have also proven a linear relationship between the factors. Meaning the more adversity that one suffers in childhood, the more likely the victim will suffer adult onset headaches. It is postulated that the same areas of the brain activated in emotionally distressing situations are also activated during physical pain. Individual poor coping skills do make the problem worse.
In Washington, Representative Mike Hope (R-Lake Stevens, Snohomish Leg District 44) introduced House Bill 1724. This bill will toughen sentencing for first-time offenders convicted of child abuse. The penalty will be raised from 8 – 10 years to 10 – 18 years. Eight years of the sentence must be served behind bars regardless of good behavior. Repeat offenders will be sentenced up to 33 years in prison. A portion of Bill 1724 will also prevent convicted child abusers from working or volunteering with children under the age of 13.
Bill 1724 will be heard before the Public Safety and Emergency Preparedness Committee. It has bipartisan support.
A study out of the University of Alabama at Birmingham reveals that cell phone use by child pedestrians while crossing streets is dangerous and puts children at risk for death or injury due to reduced reaction time and reduced perception of risk. The study will be published in the February issue of Pediatrics.
A well-designed study demonstrated measurable data that does prove it is dangerous for children to cross streets while talking on their cell phones. It shows that when children multi-task while conversing on the cell phones they have a reduced cognitive capacity that causes them to misjudge the speed and distance of vehicles. The study also showed that children on cell phones had a slower reaction time and were more likely to not look both ways before crossing.
More research will be conducted to measure the risk for children as they are listening to mp3 players and texting while crossing streets. Funding for the study was provided through grants by the Centers for Disease Control and Prevention and the UAB Injury Control Research Center with a cooperative agreement with the Federal Highway Administration.
The study was published by UAB doctoral student, Despina Stavrinos under the direction of UAB psychologist, Dr. David Schwebel.
In Ohio, Governor Ted Strickland calls for a state policy change to prevent death from face-down restraint at treatment centers housing teens. The Ohio Department of Mental Retardation and Developmental Disabilities has banned a method of restraint known as face-down restraint since the death of 17 year-old Faith Finley in December.
John Martin, Director, is pushing for the policy change that will lead the way for statewide adoption of the ban on face-down restraint. Approximately 40 children have died from this method of restraint since 1993.
In Washington State, the budget cut is reducing funding for First Steps, the state program for educating indigent parents about child abuse prevention and coping strategies, by 20%. Child abuse cases are expected to rise during economic hardship. Early intervention with parental education focusing on child abuse prevention has been proven to be a very effective method for reducing the incidence of child abuse. Because of the budget cut many of the state’s parents will not receive education about how to prevent child abuse and the deadly injuries of child abuse. This budget cut comes at a crucial time, with the economic downturn; the number of child abuse cases is expected to increase. Some counties in different states are already reporting increased volume of calls to report child abuse and an increase in child abuse cases.
The current program reaches a portion of eligible parents, with the budget cut many eligible parents will not receive the education needed to prevent child abuse. Staff and resources will be reduced. The First Steps program sends nurses to homes of parents to educate about child abuse and appropriate methods of discipline. It also teaches effective coping strategies for raising children. Information including brochures, videos and other teaching materials cover subjects such as Shaken Baby Syndrome.
Governor Ted Strickland signed Sub. H.B. 280 known as the Protecting Pregnant women from Coercion & Violence Act. The bill was sponsored by Rep. Michelle Schneider. The new law will allow proof of a pattern of failing to report known or suspected child sexual abuse in a lawsuit for damages against abortion facilities or others who are required to report child abuse. In addition, abortion facilities will be required to post a “No One can Force You to Have an Abortion” poster in a visible area. There will be mandatory minimum prison sentences for assault and penalties for domestic violence if the offender knows of a pre-existing pregnancy in the victim. There may be compensation and exemplary damages and the use of prior abuse incidents in a civil action for failure to file required reports of known or suspected child abuse. There will be mandatory prison sentences and payment of restitution to victims of human trafficking and prostitution.
In part, this bill is in response to the failure of abortion facilities to report sexual abuse of minors when they come to their facilities for abortions.
On January 7, 2009, Governor Ted Strickland signed “Emily’s Law” into effect. This law requires that all Ohio pharmacy technicians pass a competency test and a criminal background check. Anyone not in compliance with the new law could be charged with a misdemeanor for the first offense and a fifth-degree felony for any subsequent offenses. Current pharmacy technicians have grace period to take the certification test.
On February 26, 2006, Emily Jerry a two-year-old girl was the victim of a medication error that caused her death. She died at Rainbow Babies & Children’s Hospital when a pharmacy technician gave her a solution that contained twenty-three percent salt, as opposed to the one percent salt the medication was suppose to contain. The pharmacy tech, Katie Dudash testified that she told her pharmacy supervisor Eric Cropp that something was wrong with the solution. But pharmacist, Eric Cropp approved the mixture anyway.
Christopher and Kelly Jerry remember the agonizing death their daughter suffered. News stories report that Emily screamed when the salt solution entered her body, then she slipped into a coma and died several days later. Cropp no longer has a pharmacist license and is facing trial for third-degree felony charges. He may receive up to five years in prison.

Attorney General Michael Mukasey announced through the media in December 2008 that a child pornography ring had been initially uncovered by Australian authorities in 2006. The discovery of a father sexually abusing his daughters and hiring a photographer to film the crimes and share it with child pornography sites prompted a global investigation into what was soon to be discovered as a global child pornography site. The father was a Belgian pedophile. He was arrested about a month after the discovery. The photographer, an Italian man operating out of Ukraine, was arrested shortly after that. He sold the images of many sexually abuse children through many sites. There were pedophiles from 30 countries, including the United States, involved in the pornography ring. Since this investigation started there have been 170 arrests. The pedophiles shared photos, stories of sex abuse escapades and tips on avoiding detection. Authorities from the U.S., France, the Czech Republic and European Union were involved in the investigation. The agencies include every major U.S. agency that is involved in child exploitation cases, EU law enforcement such as Europol, Eurojust and the European Union have participated. According to news stories, the Justice Department’s Project Safe Childhood reports that prosecutions have increased more than 30% in the past two years. Eleven children in the U.S., ranging between the ages of 3 – 11 years of age, were victimized by this child porn operation.
On February 13, 2008, it is reported that Martinez woman, Kimberly Hoglund, was involved in a auto accident in Pinole, which left a teenage boy unresponsive in a coma, and also injured a 5 year old boy. A tiger escaped from the San Francisco zoo and killed a young man, Carlos Sousa, Jr. This is the second incident within a year at the zoo involving animal attacks - and reportedly involving the same tiger.
In Florida, the most recent child death fatality review report has been released and states that 170 children died last year from verified abuse and neglect. This was 75 more than in teh prior year. The report indicated that most abused, deceased children were under 4 years of age. Fifty-three of the 103 deaths that are classified as neglect were due to drowning, which had not been included in past reports. There were 55 child homicides. The report indicated that "Crying, potty training and feeding were the most common triggers for the fatal abuse". And, followin disturbing trends, this was reportedly most often committed by the boyfriend or husband of the child's mother. The committee also found that 85 percent of the drowning victims were under 5 and in each case there had been inadequate supervision. It was reported that three-fourths of the victims downed in swimming pools.
This is a tragic story about a 7 month old infant who was left with her grandmother's boyfriend for about 1/2 an hour while she went shoping. It was reported, upon return, that the infant was visibly injured, and that there was blood present at the scene. She was reportedly treated for severe head injuries, but tragically died a few days later.
Of interest, it is reported that the infant was taken to a hospital for examination the day before the catastrophic event with a "bump" on her head. She was released, and no details of the exam - or wether CPS was contacted - were provided on the blog.
This is a tragic story about the death of a young boy in Napa, reportedly from a gunshot from a friend of his in the same car.
A 3 month old girl suffered death as a result of skull fracture in San Jose California. News sources reported that the father is being held in Santa Clara jail.

It is reported that the Los Angeles County Department of Children and Family services is investigating allegations of child abuse or neglect involving children of Brittney Spears and Kevin Federline.
17 year-old, Laura Freeman, was killed in a car crash in September 2007 on Highway 174 near Cedar Ridge. It was reported that Joshua Yeager was the driver, and he has been charged in relation to her death. He was recently denied release from jail.
2 year old Miakailah Renee Franklin died in 2004. Prosecutors in Stanislaus County originally charged the baby's mother's (Heather ramsey) boyfriend, Daniel Santistevan, with the death. The child was reportedly seen between the time of injury and the time of death, and was diagnosed with a concussion and ear infection and sent home. It is reported that the death was consistent with shaken baby syndrome. The district attorney dropped charges against Santistevan.
The 9th Circuit Court of Appeals has upheld a decision to exonerate Shirley Ree Williams' prior conviction for the death of her grandson. It was reported that the claim of shaken baby syndrome "was wholly unsupported by the physical evidence" and overturned Smith's conviction.
A group called Environment California, together with the San Francisco Department of the
Environment, Center for Environmental Health, and Breast Cancer Fund, has scheduled toy testing events in San Francisco. If you are a parent, you can bring a few toys to test them for the presence of lead, cadmium, and other toxic substances. These chemicals have been linked to negative health effects, including reproductive and hormonal disruptions, developmental and learning disabilities, and cancer.

Michael Stephen Baker was described as "one of the most prolific child molesters" in the L.A Archdiocese by the Los Angeles Times. He was sentenced to ten years in prison. The link to an article about the sentencing of the priest is below.
A California woman, Kathryn Brauch, has been charged with rape of a minor whom she reportedly met in an on-line game. She reportedly flew to New York from Californai to meet the child. Brauch has pled not guilty. Read more in the attached link, below.
A 53 year-old San Mateo resident is alleged to have sexually abused his 10 year-old step-daughter. He pleaded not guilty. Of particular interest, the defendant's minister confronted the man about the allegations but the minister reportedly failed to report the suspected abuse - as required by someone in his position under california law. The minister has not been reported to have been charged with any violation of the state's mandatory reporting laws.
It is reported that Charles Richard Palmer, 34, has been charged with multiple acts of sexual and physical abuse of minors - starting in 2001. Some were reported to have been as young as 9. His girlfriend, Doreen Ruth Rogers, of Magalia, pleaded guilty two felony counts of continuous sexual abuse of a minor and committing a lewd act with a minor.
This is a tragic story about a child who was allegedly shaken by a babysitter in San Jose. The child suffered brain damage and death.
A horrible rollover crash in Corona, California, near the Temescal Valley, took the life of a young boy, Aldoa Calva (age 3), and his mother, Cindy Ponce (age 25). 1 year-old Dezaree Calva was thrown from the care and injured. The Land Rover they were in reportedly rolled after it swerved to avoid a parked car. According to reports, the children and mother in teh back seat were unbuckled.

The driver of a speeding sports utility vehicle took the life of two young people in Oakland on D Street on Thanksgiving. The crash killed Stephanie Cervantez, age 14, and Jacklin Monguia-Herrera, age 4. The driver of the sports utility vehicle fled the scene on foot. Police arrested a suspect.
A 20 month old boy was killed when he was reportedly accidentally run over by his father in Redlands, California, on the 600 block of The Terrace near 11th Street . According to published reports, unknown to the father, the little boy followed the father out of the house. The father started his truck, took off and then stopped when he heard a noise.
It was reported that Police believe two children who drowned Friday in an Antioch swimming pool somehow got through a child-safety fence surrounding the pool and fell into the water. It was reported that Daniela Espinosa temporarily left her two children, 3-year-old Victor Cano and 1-year-old Adamari Cano, unattended in the back yard of their 1100 East 13th St. home, said police. It was reported that she returned and found her children in the pool and immediately jumped in to save them.
A car accident claimed the life of a 12-year-old boy, Zachariah Marsh. According to reports, Bridget Marsh was driving an SUV Friday afternoon on Tehachapi Willow Springs Road with her three children and a cousin who has been living with them. According to reports, the Kern County coroner’s office reported that the vehicle left the roadway and overturned. Zachariah, who was wearing a seat belt, was pronounced dead at the scene.
A car crash on State Route 36 east of Carlotta caused the death of a Bridgeville woman, Crystal reohr, and her unborn child, when the mother lost control of her car and struck another vehicle head-on. Bridgeville resident Crystal M. Reohr, 24, was driving her 1995 BMW west on Highway 36 at an unknown speed, when it was reported that he car went over a curve near a trailer park at Swains Flat, according to a report by the California Highway Patrol.
Every school has rules governing teacher behavior. Every state has laws against child abuse, and many specifically outlaw teachers taking sexual liberties with students. Every district has administrators who watch out for sexual misconduct by teachers. Yet people like Chad Maughan stay in the classroom. Maughan got in trouble twice for viewing pornography at schools in Washington state but was allowed to keep teaching. Within two years, he was convicted of raping a 14-year-old girl in his school. Legal loopholes, fear of lawsuits and inattention all have weakened the safeguards that are supposed to protect children in school. The system fails hundreds of kids each year, an AP investigation found. It undoubtedly fails many more whose offenders go free. State efforts to strengthen laws against sex abuse by teachers have run into opposition from school boards and teachers unions. In Congress, a measure that would train investigators and create a national registry of offenders hasn't even gotten a hearing. Few leaders recognize — let alone attack — a national shame. "Instead of ignoring it or fighting it, why don't you get ahead of it?" says Ted Thompson, executive director of the National Association to Prevent Sexual Abuse of Children.
Approximately 1 million Simplicity and Graco cribs are being recalled after three children became entrapped in their cribs and died of suffocation, the Consumer Product Safety Commission reported.
SAN DIEGO – A 24-year-old man, Jorge Galicia, pleaded guilty to first-degree murder and torture for the beating death of his girlfriend's 3-year-old daughter.Jorge Galicia avoided a possible death sentence by entering a guilty plea on April 11. It was reported that his girlfriend, Azul Galeana, knew he was abusing the girl, but did nothing to stop it. She pled guilty in May to second-degree murder and was sentenced to 15-years to life behind bars.

A former Enid day care operator faces felony child abuse charges for allegedly shaking a 6-month-old boy who was in her care, Tegan Corr. It was reported that Doctors told police the results of brain scans showed Tegan Corr had suffered brain damage commonly associated with child abuse, an affidavit stated.
A jury has ordered child safety seat maker Evenflo Co. to pay $10.4 million to the parents of a 4-month-old boy who died of head injuries in a car crash.

A deadly accident involving four children and an ATV reportedly happened on Columbus Circle near Red Springs. Authorities reporte that 12-year-old Alexander Locklear died after the driver of an ATV carrying Locklear and three other children lost control and hit a tree. Troopers say all the children were under the age of 13.

Police arrested the owner of two Rottweilers on Tuesday night in connection with the dogs' attack on a 7-year-old boy in April. Kieran Thomas Burns, 50, was arrested on four felony counts of allowing mischievous animals to be at large causing bodily injury. According to reports, the dogs attacked Roberto Kampfner Jr. as he was walking with his father in the 700 block of El Paseo Drive on April 29. Roberto Kampfner lifted his son up and shielded him during the attack but the boy suffered 20 deep tear wounds to his legs, Petaluma Animal Services said. It was reported that the dogs had previously attacked other dogs.
