It is reported that Charles Richard Palmer, 34, has been charged with multiple acts of sexual and physical abuse of minors - starting in 2001. Some were reported to have been as young as 9. His girlfriend, Doreen Ruth Rogers, of Magalia, pleaded guilty two felony counts of continuous sexual abuse of a minor and committing a lewd act with a minor.
