In New York, 11-year-old Erin Maxwell lived and died. She was murdered in August 2008 while living in filthy living conditions with 100 cats and piles of fecal matter. Her family was involved with the Oswego County Social Services. Her step-brother is charged with her murder. This new proposed legislation includes a parental requirement for the provision of clean living conditions and sustenance to a child.  

Perhaps with these new legislative requirements more at risk children will be identified and saved before someone in their home kills them.
