St. Cloud Police reportedly received a complaint at about 10:37 a.m. Tuesday that a man was physically assaulting two small children on the 2400 block of West Division Street. After reportedly receiving more complaints of abuse, officers spotted the man and the children near the intersection of 21st Avenue and 3rd Street North in St. Cloud.
Police reportedly identified the man as Waldamar Joseph Tischner. He was reportedly arrested for felony malicious punishment of a child and booked into the Stearns County Jail.
Police reportedly later learned that Tischner helps run an in-home daycare in St. Cloud. Officials with the State of Minnesota are currently in the process of suspending Tischner’s daycare license.
