		<title>Elisa Skinner-Bell, 16 years-old, was killed while performing community service with the Michigan Department of Transportation (MDOT) Youth Mentoring Program.</title>
		<description><![CDATA[<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Elisa died on June 27 from severe injuries sustained while beginning work on a highway beautification project. She was exiting from the passenger side of a MDOT van when the vehicle was struck as it was parked on the side of the road. The tragic accident occurred on I-696. The Michigan State Police investigation reveals that the driver of the Ford Excursion that hit Elisa, and others, fell asleep at the wheel. One teen-ager remains hospitalized with serious injuries. Others were injured, but did not sustain serious injuries from the incident.&nbsp;</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Police report that alcohol and drugs was not a factor in the accident. The Oakland County Prosecutors Office will review the matter to determine if charges will be pressed against the 60 year-old driver of the vehicle that hit Elisa and the group she was with.</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Accidents result when one or more drivers are not paying attention. Driving is an important responsibility, as the driver is controlling a machine that weighs thousands of pounds. In the wrong hands, an automobile becomes a deadly weapon. Accidents are more like to occur close to home because drivers are familiar with their environments and feel comfortable enough to allow distractions while driving, such as talking on the phone, adjusting the radio, looking in the mirror, day dreaming or looking through a purse rather than paying attention to the traffic around them. 		<title>In Carter County, Raymond, a toddler in foster care dies from a tragic accident. Dale Owen and his family, Heath Claburn and Raymond?s family are grieving.</title>
		<description><![CDATA[<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Nineteen month-old Raymond, a toddler in foster care with the Owen family, died from injuries sustained on Friday when Heath Claburn, a family friend, accidentally ran over Raymond with his truck. Dale Owen, Raymond?s foster father, says that he prays for Heath Claburn because Heath is devastated by this tragedy. Tyson Owen, Raymond?s young foster brother, was overwhelmed with tears when he was asked about Raymond by Meredith Saldana. During Ms. Saldana?s interview with the Owen family, Dale Owen fondly recalled that Raymond would play for hours with a toy tractor that Heath Claburn had given him.&nbsp;<SPAN style="mso-spacerun: yes">&nbsp;</SPAN></SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />

Raymond and his foster brothers had been at the pond swimming for about an hour and one half when the accident took place. Dale Owens said Raymond was at his side and the accident happened so fast, ?within seconds?.</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />

They have three adopted children presently.</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Back-over injuries refer to injuries sustained by a child when a vehicle strikes or runs over a child while in reverse motion. Run-over injuries occur when a child is struck by a vehicle in forward motion. A majority of child victims are male. The younger the child, the more likely the child is to sustain injury to the head, face and neck. The older the child, the more likely the child is to sustain injury to the legs. The degree of severity level in internal injury and fracture statistically decreases with the increased age of the victim. Children that are pedestrians are at six time?s greater risk of being a victim in back-over accidents than children riding tricycles or bicycles. The majority of back-over accidents generally occur at home in a driveway. The locations with second highest risk for back-over accidents are parking lots. The CDC reports that fifty percent of child fatalities related to back-over accidents occurred at home in the driveway. Toddlers may be hit and killed in their own home environments because they are too small to be seen by a driver that is backing up a vehicle. These types of accidents generally involve a family member, family friend or neighbor. <SPAN style="mso-spacerun: yes">&nbsp;</SPAN></SPAN></P>]]></description>

		<title>In Grady County, a two-year old foster child drowned in an up-ground pool.</title>
		<description><![CDATA[<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">News stories out of Oklahoma City report that in Grady County, a two-year-old child in foster care drowned in an above-ground pool on June 29<SUP>th</SUP> in Chickasha. The Department of Human Services is cooperating with investigation conducted by law enforcement agents. The details of the investigation have not been released to the press. Officials have not determined who is responsible for the accident. The other foster children in the home have been removed and are currently in new foster placement locations.</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">In toddlers, injuries have emerged as the most common cause of death in toddlers. Death that is injury-related is approximately 37% of all causes of death in this age group. Toddlers develop their gross motor skills to include walking, running, climbing, throwing and riding. They participate in more outdoor activities and have much curiosity. At the same time, toddlers are developing increased fine motor skills. As a result, toddlers can open doors, gates, drawers, bottles and boxes. They become easily distracted and lack judgment. They do not fear heights, depth of water, heat from flames, volatile materials, electricity and animals. Because of the newly developed ability to wonder and perform fine and gross motor skills, toddlers are at risk for injury and death when left unsupervised.&nbsp;</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">The major cause of injury is related to environmental factors, such as hazardous structures, drowning and pools of water, burns and overly heated water, cooking and open flames, motor vehicles and inappropriate use of restraints, and inappropriate storage of household poisons.&nbsp;</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Toddlers are at the highest risk of drowning compared to other age groups. They do not have the developmental ability to swim, nor can they keep their heads above water, or know how to get out of water. Young children can drown in very shallow water, including pails of liquid, toilets, bathtubs and baby pools. Unlike adults, young children do not call out for help while in distress, they generally drown silently.&nbsp;</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Drowning is the second leading cause of deaths related to injuries after motor vehicle accidents. According to the CDC, children between the ages of one and four years of age are more likely to drown in swimming pools and hot tubs. Mortality rates secondary to drowning are three times higher for males. Approximately 78% of drowning victims are male. Near-drowning accidents can result in permanent brain damage. For every child that drowns there are approximately five near-drowning episodes in children. Drowning is the second highest cause of injury-related deaths in children between the ages of one and nine years old.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN><SPAN style="mso-spacerun: yes">&nbsp;</SPAN></SPAN></P><br />

		<title>A Montgomery County jury ordered Harold Newsom to pay portion of the judgment against Jason Newsome for child sex abuse of four boys.</title>
		<description><![CDATA[<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">News stories report that Jason Newsome, admitted child sex offender, sexually abused children while his father Harold Newsome kept quiet about it. A Montgomery County jury held Harold Newsome partially responsible for the sex crimes his son, Jason Newsome, committed against four boys between the years 2004 to 2006. News stories report that Harold Newsome knew of Jason Newsome?s sex abuse crimes against children and allowed him to continue contact with them while running a family business that put him in contact with children. Allegedly, Harold Newsome witnessed Jason Newsome taking young boys into his ranch in the evening after hunting and fishing events. Jason Newsome is 36 years old. Jason was first accused of molesting his 5 and 10 year-old step brothers when he was 17 years old.&nbsp;<SPAN style="mso-spacerun: yes">&nbsp;</SPAN></SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Almost 30% of child victims of sex abuse do not tell anyone what happened to them. And there are not always symptoms of sex abuse. Symptoms may be as vague as stomach aches and headaches. Nearly one out of four females and one out of six males are sexually abused before adulthood. Median age for sex abuse is 9 years old. Only ten percent of sex abuse victims are abused by strangers. Most victims are acquainted with their offender. Currently, there are approximately 39 million child sex abuse victims in this country.<SPAN style="mso-spacerun: yes">&nbsp;&nbsp;&nbsp;</SPAN></SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />

		<title>Jamie Hallam, the mother of Ariana and Tyler Payne, is grieving their loss. Their father, Christopher Payne and his girlfriend, Reina Gonzales, face charges for the abuse and deaths of the two children.</title>
		<description><![CDATA[<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Jamie Hallam is a grieving mother. Ariana and Tyler Payne lost their lives while staying with their father, Christopher Payne and his girlfriend, Reina Gonzales. An anonymous complaint to CPS resulted in an investigation of Jamie Hallam, which was eventually closed and ruled unsubstantiated in October 2005. For the duration of the investigation, CPS allowed the children to stay with their father, who had not been given visitation or custody since his divorce from Ms. Hallam. After the Hallam CPS investigation was closed, CPS failed to assist Ms. Hallam with returning her children to her. For the duration that the children were left with Mr. Payne, Child Protective Services (CPS) and the Tucson Police Department failed to investigate the current criminal charges against Mr. Payne and his criminal background. Allegedly, CPS did not follow up to check on the welfare of the two children during an extended time period that they were living with their father. Despite Ms. Hallam?s attempts to have her children returned to her, she was unable to make contact with them. Ms. Hallam?s calls to Mr. Payne?s residence went un-answered. She sought assistance from CPS and the Tucson Police Department. Tragically, by February 2007, Ariana?s body was found decomposing in a storage locker and Tyler?s body has not been found yet. Post mortem examination of Ariana?s body reveals that she was a victim of abuse prior to her death. Had CPS and the Tucson Police Department checked on her welfare, the children would have been removed from their father?s home before their untimely deaths. Ariana was four years old at the time she died. Tyler is presumed dead, he was five years old when his mother last saw him. The State of Arizona has reached a settlement with Ms. Hallam.</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">While women are more likely and are more frequently the abusers, men abuse more severely and are more likely to be sexual abusers. Parents with unrealistic expectations and poor coping skills are most at risk for engaging in abusive behavior. CPS is responsible for conducting background checks on all adults providing care for children that are removed from the care of custodial parents. Adults that are in frequent contact with children in state custody should have criminal background checks. A failure to check on the welfare of children in foster care arrangements with family or foster parents is a deviation from CPS practice standards. Moral neglect exists when parents or caregivers allow a child to remain in environments with immoral conditions. </SPAN></P><br />

		<title>News stories from Alameda County report Christian Perez may be charged with the death of his girlfriend?s 18-month old toddler. Patricia Perez and Jose Gamez face charges of child endangerment.</title>
		<description><![CDATA[<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">News stories report that an unidentified toddler died from complications associated from burns over 70% of his body after being submersed in scalding water while in the care of Mr. Christian Perez. The little boy died at Shriners Hospital in Sacramento two months after his injuries were sustained. Allegedly,&nbsp;Christian Perez was caring for the toddler and submersed him in scalding bathwater on April 24, 2008. The investigation revealed that after the submersion, Mr. Perez&nbsp;made contact with his sister and her husband, as well as the mother of the toddler. None of the adults notified authorities or activated the emergency medical system upon hearing of the injury sustained by the toddler. Allegedly within two hours,&nbsp;Patricia Perez and Jose Gamez were in contact with the injured toddler.&nbsp;The couple and Mr.&nbsp;Perez&nbsp;failed to seek medical attention for the injured child. Instead the&nbsp;trio went to a local store&nbsp;and bought&nbsp;skin ointment for the toddler?s injuries.&nbsp;When the&nbsp;toddler began having seizures Mr. Perez&nbsp;sought assistance from EMS. Presently, Mr. Perez is in the Santa Rita jail and is currently being held without bail. Perez?s sister, Patricia, and her husband, Jose, will face felony charges of child endangerment. The defense attorney, LaRue Grim, made a statement to the press implying that the police&nbsp;version of events is not accurate.&nbsp;</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Nearly 75 percent of all scalding burns in children are preventable. Bathtub scalds are often associated with lack of supervision or child abuse. Though a burn injury may be thought to be non-intentional, burn injuries are often preventable. Death related to fire and burns is the third leading cause of injury-related deaths in children between the ages of one and nine years of age. Approximately 3,000 children die a year from burn injuries.&nbsp;</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">In the infant and toddler age groups, scalding burns from hot liquid is the most common type of burn. A young child?s skin burns at a lower temperature and a greater depth than that of an older child or an adult?s skin. If a child is scalded by submersion in a hot tub, the injury is life threatening due to the large surface area of injury. Also, younger victims are less likely to survive due to the inability of their young bodies to endure the significant physical stress of injury and healing. The higher burn injury rate in young children can be attributed to the higher likelihood of sustaining injury from non-accidental burns in an abusive domestic setting.</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">There are many different types of burn injuries including scalding burns, flash-burns, direct-flame burns, grease burns, flammable liquids, combustible gas, electrical and chemical burns. And there are different degrees of burns, such as first, second and third degree burns. First degree burns involve redness and sensitivity at the sight the burn was sustained immediately after contact with a burn agent. Second degree burns generally involve redness, blisters and pain. Second degree burns may cause scarring and infection to occur. Third degree burns are evident when the burn injury is deeper than the skin, muscle and bone may be involved. Third degree burns will leave scars. The skin of a toddler is thin and prone to injuries such as burns from hot liquids or flames.<SPAN style="mso-spacerun: yes">&nbsp;&nbsp; </SPAN><SPAN style="mso-spacerun: yes">&nbsp;&nbsp;&nbsp;</SPAN></SPAN></P>]]></description>

Alcohol is a factor in approximately 23% of the cases. According to the National Center for Statistics and Analysis (NCSA), the leading cause of death for children between the ages of 2 ? 14 years of age is motor vehicle accidents (<A href="http://www-nrd.nhtsa.dot.gov/Pubs/810803.PDF">http://www-nrd.nhtsa.dot.gov/Pubs/810803.PDF</A>). Children make up approximately 5% of the accident fatalities. Approximately 6 children are killed and 700 children are injured every day in car crashes.&nbsp;</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Accidents are more likely to occur close to home because drivers are familiar with their environments and feel comfortable enough to allow distractions while driving, such as talking on the phone, adjusting the radio, looking in the mirror or looking through a purse rather than paying attention to traffic. Don?t let your mind get distracted. While driving, anticipate how other drivers may make mistakes and give your self the room to avoid a collision when they do make those errors. You never know what frame of mind the other driver is in while you are sharing the road. Be very cautious at intersections. Eighty percent of injurious or fatal accidents on the road occur at intersections. And the risk of an accident is greatest within four seconds of a light change. If you are at a stop light, confirm that drivers appear to be braking for their red light before you accelerate into the intersection. </SPAN></P>]]></description>

Residents in Mineola and adjacent communities are horrified of what has happened to these children in their community. One of the neighbors says she remembers many cars in the parking lot at the swinger?s club. At first, the&nbsp;community did not know children were being victimized&nbsp;inside the club. The investigation revealed that as many as 50 to 100 adults would watch the children perform their sex shows.<SPAN style="mso-spacerun: yes">&nbsp;&nbsp;</SPAN></SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />

The first trial ended in a deadlocked jury. This is the case where the nanny, defendant Veronica Martinez Saledo, is accused of shaking 16 month-old Hannah Rose Juceam. Baby Hannah died from Shaken Baby Syndrome (SBS).&nbsp;</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />

		<title>Proposed legislation may provide new parents with an education about Shaken Baby Syndrome.</title>

The Bill has moved to the Assembly Appropriations Committee for review. SB 825 proposes to create an educational program about Shaken Baby Syndrome (SBS) for new parents. EGP News Service reports that approximately 150 babies in California are afflicted with SBS on an annual basis. Many children with SBS receive healthcare funding from the state if they survive. Generally SBS injuries are catastrophic or life-threatening resulting in one third of the victims succumbing to their injuries. The survivors are left with significant disabilities and shortened life expectancy. </SPAN></P><br />

		<title>Just outside Turlock, man is shot to death by police as he is beating toddler to death at the roadside.</title>

A witness at the scene tried to stop the man from beating the child but was not successful.&nbsp;</SPAN></P><br />

Investigators will have to confirm identity with DNA testing, as the toddler was beaten beyond recognition. The medical examiner says that the baby?s injuries are consistent with Shaken Baby Syndrome. The baby had bruises and scrapes on her face and torso, as well as injuries to her left arm. The investigation reveals that the baby?s injuries are not consistent with the defendant?s versions of events. According to news stories, the defendant has two versions of how the baby sustained her life threatening injuries. Of note, the defendant has multiple previous convictions of serious violent crimes.&nbsp;</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Shaken Baby Syndrome (SBS) is an injurious condition caused by the shaking of an infant or child.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>The action of rapidly shaking an infant or child causes the sudden forward, backward and sideway motion of the head. During the shaking action the brain is injured from hitting against the inside of the bony skull, causing inflammation, bleeding, separation of vessels and nerve fibers in the soft brain tissue on all sides of the brain. The brain of an infant or child is very soft because it has more water content and it is easier to injure than an adult brain. Therefore, less energy is required to cause lethal injury to an infant or child?s brain. <SPAN style="mso-spacerun: yes">&nbsp;</SPAN>In SBS, the eyes may get injured by the sudden increase in pressure and motion around the soft tissues that make up the delicate structure of the eyes. After the shaking, the brain and the eyes bleed inside the confined spaces they are contained in. <SPAN style="mso-spacerun: yes">&nbsp;</SPAN>This bleeding causes high pressure to build within the head and eyes. The damage caused by shaking the head, brain and eye structures and the increasing high pressure that follows causes permanent injury or death for the infant or child. If death does not occur the infant or child may be left with permanent brain damage, blindness, neuromuscular disability, paralysis, deafness, learning disabilities and/or a seizure disorder.&nbsp;</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Adults at risk for committing abusive acts include adults with poor coping skills, unrealistic expectations, substance abuse, former victims of abuse and adults with mental health problems. Environmental factors that usually culminate in abusive events include social isolation, dysfunctional family characteristics and socio-economic burdens. However, SBS may occur in any setting and it is important to know the signs and symptoms that may be present in an infant or child that may be a victim of SBS. </SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">The common signs and symptoms of SBS include poor feeding, failure to thrive, vomiting, weakness, irritability, a change in overall muscle tone, decreased alertness, seizures, pale skin color, cool skin temperature, difficulty breathing and sudden respiratory or cardiac arrest. The fontanelles may be swollen depending on the age of the infant. It is important to remember that there may be no bruising, scrapes or outward physical signs of trauma. There may be only a change in behavior as described in the first sentence. They become easily distracted and lack judgment. They do not fear heights, depth of water, heat from flames, volatile materials, electricity and animals. 		<title>Nymeen Cheatham and Lemar Martin, and who else is to blame for 3 year-old Kyle Smith?s continued torture and ultimate death?</title>
		<description><![CDATA[<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">New stories tell of how 3 year-old Kyle was sodomized, beaten, doused with cold water, and forced to do push ups or march in place during punishments. News stories tell of the physical findings on his body at the time he was found dead inside a Brooklyn apartment. He had a torn tongue, multiple bruises on his torso, legs and genital areas. Kyle even had lacerations in his anus. Neighbors spoke to news reporters and said they heard and saw disturbing spectacles of abuse inflicted on this child. Neighbors told reporters they saw some of the abuse, but didn?t report it to authorities. His drug addicted- mother left him with Cheatham and Martin. The role of Kyle?s father is unclear. The news story did not elaborate on the details as to why Kyle did not live with his father.&nbsp;<SPAN style="mso-spacerun: yes">&nbsp;&nbsp;</SPAN></SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">According to news stories, Ms. Cheatham had a history of abuse towards children in another state. Social workers from the Administration for Children?s Services and the New York City Police Department state they had been out to the apartment where Kyle lived. But according to a statement by Sheila Stainback, no one reported the abuse Kyle was enduring. It is unclear why the Administration for Children?s Services did not know about Cheatham?s past history with another child protection agency if there was an investigation into Cheatham?s background during legal custody proceedings.&nbsp;</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">This child?s torture and ordeal was not only the result of mental, physical, and medical neglect and sexual abuse, as heinous as these features are in the short life of this young boy. Moral neglect is the fiber that intertwines all the crimes committed by Cheatham and Martin against Kyle Smith. The moral neglect of the neighbors unnamed and named, like Hason Parker. Parker admits to witnessing some abuse by Cheatham against Kyle Smith. Parker admits to seeing the maltreatment inflicted on this little boy and then admits to not reporting it. Does this make Parker guilty at least, in part, of his role in Kyle?s death? But Parker is not alone because other neighbors didn?t report the abuse of Kyle, as well. And what did Kyle?s father, Darien Smith, know about Kyle?s condition?<SPAN style="mso-spacerun: yes">&nbsp;&nbsp;</SPAN></SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">The crimes committed, by Cheatham and Martin, against Kyle and society in this case are glaring. But what about the moral crime committed by the witnesses, the neighbors in this case, are they not guilty of a crime? The moral crime of withholding information from authorities after witnessing child endangerment; this child was in immediate risk of serious harm and at risk for death at the hands of his abusers. Hason Parker, and other neighbors, admitted seeing clear evidence that Kyle was being abused, yet allegedly and by their own admission to news reporters, did not notify police or ACS of the crimes committed against Kyle Smith. Moral neglect by the neighbors also contributed to the circumstances that ultimately lead to Kyle Smith?s death. This is an act of moral neglect, a conscious act of omission and a conscious decision to not report a serious crime against a child. This moral neglect is a crime against society.&nbsp;</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />

In general, there is an interaction of multiple risk factors in the environment that place children at risk to be victims of abuse. Researchers have identified abusive parents or caregivers as having risk factors such as substance abuse, low self-esteem, mental or physical disability, depression, history of abuse as a child, poor coping skills, poor impulse control, history of violent behavior or history of being raised in a group setting with no positive parental role.</SPAN></P><br />

		<title>In Texas, Elizabeth Arellano and Sergio Barcenas, Jr. are criminally charged for the death of their 21 month-old son, Christopher Barcenas.</title>

Allegedly, Ms. Arellano said her son Christopher was choking on food when she brought him to the hospital. From Georgetown Hospital, Christopher was airlifted to Dell Children?s Hospital and treated for a skull fracture and swelling and retinal hemorrhage. Providers at Dell Children?s Hospital stated the injuries are consistent with blunt-force trauma and shaking.&nbsp;</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />

Barcenas and Arellano have been involved with family services in the past. In 2006, protective services removed their children from their home due to violence, physical and medical neglect. As a result of Christopher?s death, the other children have been removed from the home again. According to news stories, Christopher?s twin brother had suspicious injuries at the time of Christopher?s death.&nbsp;<SPAN style="mso-spacerun: yes">&nbsp;</SPAN><SPAN style="mso-spacerun: yes">&nbsp;</SPAN><SPAN style="mso-spacerun: yes">&nbsp;</SPAN></SPAN></P><br />

Look for bruises to the back of the body. Be suspicious if there are bald spots or broken hair on the scalp. Visualize the pattern of an injury to see if it resembles a belt, belt buckle, cigarette burn or scald injury from submersion in hot water. 		<title>Toddler tragically dies from an accident at a San Jose daycare. Oscar Ramirez and  Sgt. Don Morrissey both state the investigation into the death of this child remains open at this time.</title>
		<description><![CDATA[<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">According to news stories, a two year old boy was playing on a play structure located in the back yard of a home day care center located on North Claremont Avenue in Alum Rock when the string of his hooded sweatshirt apparently got caught between boards of the structure. Children attending the day care told a day care worker that the little boy was sleeping and wouldn?t wake up. The day care supervisor found the boy on the top of the play structure and called for emergency medical service. EMS transported the young boy emergently to San Jose Regional Medical Center where he was pronounced dead afterward.&nbsp;<SPAN style="mso-spacerun: yes">&nbsp;</SPAN></SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />

Toddlers have limited coordination, increased curiosity and toddler-problem solving abilities and this puts toddlers at risk for injury or death when there is a lack of supervision. Males tend to get injured more, but the overall incidence of injury peaks in this age group. Supervision is a key factor in the prevention of injury and death. The environment should be child-proofed. Children should play in fenced areas with constant supervision by adults. Toddlers should never be left unattended. <SPAN style="mso-spacerun: yes">&nbsp;</SPAN>Deaths that&nbsp;are injury-related make-up&nbsp;approximately 37% of all causes of toddler deaths. Toddlers have increased gross motor skills to include walking, running, climbing, throwing and riding. They participate in more outdoor activities and have increased curiosity. They reach for objects and pull on objects. Toddlers&nbsp;are developing their fine motor skills. At this age, toddlers can open doors, gates, drawers, bottles and boxes. They become easily distracted and lack judgment. They do not fear heights, depth of water, heat from flames, volatile materials, electricity and animals. Because of the newly developed ability to wander and perform fine and gross motor skills, toddlers are at risk for injury or death when left unsupervised. Toddler's do not call out for help when they are in serious trouble. And they cannot call out for help when they are being asphyxiated by strangulation. </SPAN></P><br />

		<title>In Detroit, an improperly restrained five month-old infant passenger died when two vehicles collided at an intersection.</title>

After the vehicle carrying the infant ran a red light the car heading east on Shoemaker collided with it. The impact sent the vehicle carrying the infant into a utility pole. The baby was ejected from the car allegedly because the infant car seat was not properly restrained. The car accident left the infant dead, the driver in critical condition and the passenger in serious condition.&nbsp;</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />

		<title>Sasha Poole and Greg Milgo, of Albany County, are charged with murder and criminal negligent homicide for the shaken baby death of their infant son.</title>
		<description><![CDATA[<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Last week Greg Milgo was charged with murder and nine other criminal charges related to the death of his premature infant son. According to news stories, Mr. Milgo allegedly shook his infant son repeatedly and vigorously. Sasha Poole is facing&nbsp;charges this week for criminal negligent homicide, reckless endangerment, and endangering the welfare of a child. News reports allege that Ms. Poole failed to seek prompt medical attention after the infant?s father abused the infant. Ms. Poole is in the Albany County jail and faces up to seven years in prison if convicted.&nbsp;</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">&nbsp;</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Shaken Baby Syndrome (SBS) is an injurious condition caused by the shaking of an infant or child.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>The action of rapidly shaking an infant or child causes the sudden forward, backward and sideway motion of the head. During the shaking action the brain is injured from hitting against the inside of the bony skull, causing inflammation, bleeding, separation of vessels and nerve fibers in the soft brain tissue on all sides of the brain. The brain of an infant or child is very soft because it has more water content and it is easier to injure than an adult brain. Therefore, less energy is required to cause lethal injury to an infant or child?s brain. <SPAN style="mso-spacerun: yes">&nbsp;</SPAN>In SBS, the eyes may get injured by the sudden increase in pressure and motion around the soft tissues that make up the delicate structure of the eyes. After the shaking, the brain and the eyes bleed inside the confined spaces they are contained in. <SPAN style="mso-spacerun: yes">&nbsp;</SPAN>This bleeding causes high pressure to build within the head and eyes. The damage caused by shaking the head, brain and eye structures and the increasing high pressure that follows causes permanent injury or death for the infant or child. If death does not occur the infant or child may be left with permanent brain damage, blindness, neuromuscular disability, paralysis, deafness, learning disabilities and/or a seizure disorder. </SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">The common signs and symptoms of SBS include poor feeding, failure to thrive, vomiting, weakness, irritability, a change in overall muscle tone, decreased alertness, seizures, pale skin color, cool skin temperature, difficulty breathing and sudden respiratory or cardiac arrest. The fontanelles may be swollen depending on the age of the infant. It is important to remember that there may be no bruising, scrapes or outward physical signs of trauma. There may be only a change in behavior as described in the first sentence. 		<title>Freemont infant injured by family dog, sustained dog bite injuries to face and neck</title>
		<description><![CDATA[<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">A family dog named Tyson, a boxer breed, attacked a nine-month male infant in his own living room. Injuries to the infant involved the head and neck. The child underwent surgery at Children?s Hospital ? Oakland. Freemont animal control authorities have the dog quarantined. The family dog attacked an adult family member just two weeks prior to the attack on the infant.</SPAN><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial"><SPAN style="mso-spacerun: yes">&nbsp;</SPAN></SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Approximately eighty percent of dog bites occur by a&nbsp;dog that is known to the victim and is usually a pet of the owner or neighbor. Children are three times more likely than adults to sustain serious injuries from dog bites. Over half of the child victims sustain significant injuries to the face. Statistics show that the younger the child the more likely that injury will be sustained to the head and neck. 		<title>MySpace sexual assault case dismissal brings to light an unresolved social dilemma that arises from adolescent internet social networking.</title>
		<description><![CDATA[<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><FONT face="Times New Roman" size=3>News stories are covering the court?s dismissal of a suit against MySpace over another sexual assault that occurred when two young people, a young girl from Texas and a man, met in person after having made contact on the MySpace internet site. The man was charged with a sexual assault crime and sentenced to prison. </FONT></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><FONT size=3><FONT face="Times New Roman">Developmentally, adolescents seek out acceptance from peers and place greater emphasis in that direction during this phase of their lives. Often times, the adolescent will engage in risk taking activity to achieve this acceptance from someone outside the family. This phenomenon occurs in many forms. Family influence, though responsible for the development of moral code and identification, figures less prominently in the social development of an adolescent. This is a temporary phase in the lives of children. However, it is a phase at which the adolescent is most vulnerable to harm from outside influences. The key is protecting the adolescent until young adulthood when more responsible decision-making begins to occur. <SPAN style="mso-spacerun: yes">&nbsp;</SPAN><SPAN style="mso-spacerun: yes">&nbsp;</SPAN><SPAN style="mso-spacerun: yes">&nbsp;</SPAN><SPAN style="mso-spacerun: yes">&nbsp;</SPAN><SPAN style="mso-spacerun: yes">&nbsp;</SPAN><SPAN style="mso-spacerun: yes">&nbsp;</SPAN></FONT></FONT></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><FONT size=3><FONT face="Times New Roman">The sex crime in this court case, as others before it, illustrates the need for the development of public policy that increases penalties against predators that use the internet as a tool to commit crimes against other people. Penalties for these crimes should automatically carry harsher sentencing when internet is a factor in a case. Because perpetrators are looking to commit this crime using a tool that increases their victim pool; it no longer is a crime against one person, it is plotting a crime against masses of potential victims, including all of our children. <SPAN style="mso-spacerun: yes">&nbsp;</SPAN></FONT></FONT></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><FONT size=3><FONT face="Times New Roman">This case also emphasizes that our children need censorship and supervision to protect them from the danger they face as they seek to socialize with people they meet from the internet. An additional feature to protect minors may include mandatory parental identifiers to join websites, even for children over the age of 14. This feature would make parents responsible for the activity of their child while on the internet. Parental identifiers may be included with the membership or the membership is denied. Audit trails will show when parents monitor their child?s activity on websites including, but not limited to MySpace. Parents are not absolved of the responsibility to monitor the activity of their children on the internet. While some may make the case that there is an intrusion of privacy or a barrier to the self-expression of the child; others may make the case that there is moral neglect when a child is allowed to surf the net into questionable territories that is perceivably an obvious harm. 		<title>Carnival ride, at California?s Calaveras County Fair, malfunctioned and injured 24 riders when part of it collapsed suddenly on Friday evening.</title>

During exposure to fire, the victim inhales toxic fumes that arise from the adjacent environmental agent that is burning. Smoke from combustible items in the environment often cause inhalation injuries to the upper airway and this has a more rapid onset of inflammation. Clues that inhalation injury may have occurred may be found in the mechanism of injury or by listening to the lung sounds. The mother, Sara Amaya recently delivered a baby behind bars and awaits trial in the near future. </SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Carmona and Amaya?s three children were removed from their home in 2006 due to evidence of serious abuse inflicted upon them at the hands of their parents. The children were taken from the family?s trailer home in Dripping Springs located in Hays County, TX. Investigators and news stories report that the children were covered with bruises and more than 100 bite marks total. The foster mother provided testimony regarding the developmental delay manifested in the children. For instance, a couple of the children can?t walk upstairs due to previous fractures to their bones. The children remain in foster care at this time. </SPAN></P><br />

Many victims are pregnant. Law enforcement imposed road blocks leading to the compound and authorities are encouraging cooperation from cult leaders. Troopers have obtained search warrants and state welfare personnel removed victims from the compound due to the identification of immediate risk for continued abuse. The sixteen year-old female at the center of the initial investigation has not been identified yet.&nbsp; Moral neglect figures prominently in all aspects of this case. Incest and sexual abuse figure into arranged marriages between adult males and female minors in this ?religious? sect. <br><br>Prosecutor Allison Palmer reports that medical workers are on standby near the compound in the event anyone sustains injury while the investigation is in progress. Authorities are attempting to conduct a peaceful investigation and encourage the sect?s followers to continue cooperating. Transportation has been provided to remove victims from the premises.&nbsp; &nbsp;<br><br>Moral neglect exists when parents or caregivers allow a child to remain in environments with immoral conditions. Well-adjusted parenting styles are learned behaviors. Researchers have identified abusive parents or caregivers as having risk factors such as substance abuse, low self-esteem, mental or physical disability, depression, history of abuse as a child, poor coping skills, poor impulse control, history of violent behavior or history of being raised in a group setting with no positive parental role. <br><br>All children are potential victims of child abuse, but some factors increase the risk for a child to be abused.&nbsp; Children with disabilities are twice as likely to be emotionally, physically or sexually abused. Children with behavioral disorders that manifest as aggression or temper tantrums are at an increased risk to be abused.&nbsp; Males with mental disabilities tend to be victims of sexual assault at an older age then other children. <br><br>Abusive adults are generally grown abused children with poor coping skills. Some people that were abused as children do not abuse their own children. And some children that were not abused as children grow up to be abusive parents. However, the likelihood of being an abuser increases significantly if an individual was abused as a child. While women are more likely and more frequently to be abusers; men abuse more severely and are more likely to be sexual abusers. Parents with unrealistic expectations and poor coping skills are most at risk for engaging in abusive behavior. Physical abuse is the most overt form of abuse. Neglect of a child is an act of omission or failure to meet the child?s needs. 		<title>Godmother, Jamie Wilson, kills 2.5 year-old goddaughter, Briana Faucette, with scald burns.  Child attorney provides key safety information to prevent scalding deaths.</title>

Afterwards, Wilson let Brianna&nbsp;die in the home. Investigators estimate that Brianna died six hours after sustaining the major burns. Investigators estimate Wilson waited twelve hours to call 911. Approximately 3,000 children die a year from burn injuries. Burns are widely regarded as one of the most painful and complex injuries that a victim may endure. <SPAN style="mso-spacerun: yes">&nbsp;</SPAN>For toddlers, the most common type of burn injury is scalding burns from hot tap water, boiling water, coffee and hot food. Scalding burns are second to sun over-exposure as the most common burn injury sustained by children. A majority of the victims, under 4 years of age, suffer scald burns or contact burns. Sixty-five percent are scald burns because hot water causes more hospitalizations and death than any other hot substance. Death related to fire and burns is the third leading cause of injury-related deaths in children between the ages of one and nine years of age. <SPAN style="mso-spacerun: yes">&nbsp;</SPAN>If a child is scalded by submersion in a hot tub, the injury is life threatening due to the large surface area of injury. The skin of a toddler is thin and prone to sunburn and injuries such as burns from hot liquids or flames. Developmentally speaking, the skin of younger children is thinner and therefore an injury from burns can cause a greater degree of injury. Keep in mind that a young child?s skin burns at a lower temperature and a greater depth than that of an older child or an adult?s skin.</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Second degree - Second degree burns generally involve redness, blisters and pain. Second degree burns may cause scarring and infection to occur. It is deeper than first degree burns. Weeping from the burned areas is characteristic of second degree burns. Certainly pain&nbsp;is an issue. This degree of burn injury may take up to six weeks to heal if it is an uncomplicated injury. The temperature of the injury site may vary. The color may be red and mottled. Generally this degree of burn results from scalding or flash burns, depending on the length of exposure to the burn source. </SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Third degree - Third degree burns are evident when the burn injury is deeper than the skin. The&nbsp;muscle and bone may be involved. Third degree burns will leave scars. The skin is charred, white or leathery. There is no blanching. A burn of this degree is indicative of lengthy exposure to the burn source.&nbsp;Pain may or may not be present. This degree of burn usually results from flame, chemical or electrical burns. </SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">For children, major burn injury is described as one&nbsp;that involves&nbsp;15% or more of a child?s total body surface area.</SPAN></P><br />
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">To prevent scald burns, turn hot water heater temperature down below 120 degrees Fahrenheit. The safest bathing temperature is 100 degrees Fahrenheit. Child day care centers and residences with small children should have their water heaters adjusted to no higher than 110 degrees Fahrenheit. Newer water heaters located at private and public areas are set at lower settings. </SPAN></P><br />
