Oakland hit and run driver suspect arrested in death of teen, Stephanie Cervantez, and child, Jacklin Monguia-Herrera

The driver of a  speeding sports utility vehicle took the life of two young people in Oakland on D Street on Thanksgiving.   The crash killed Stephanie Cervantez, age 14, and Jacklin Monguia-Herrera, age 4.  The driver of the sports utility vehicle fled the scene on foot.  Police arrested a suspect.
