In Mississippi, the starvation death of 4-year-old Austin Watkins has been ruled a homicide. Austin’s grandmother, Janice Mowdy and his aunt, Stephanie Bell are charged with murder and felony child abuse. Austin passed away in November. He was almost five years-old. Ms. Mowdy and Ms. Bell remain in custody at the Scott County jail.
