In Texas, Gary Eugene Hullaby is charged in connection with the February child abuse death of infant, Issiah Smith. Issiah’s mother, Heather Hess, left Issiah with Mr. Hullaby while she worked on February 17th. Mr. Hullaby called Ms. Hess at work to tell her that Issiah began choking and stopped breathing while in his care. Houston Fire Department paramedics transported the infant emergently to Spring Branch Medical Center.
